Peter, The 802.19 TVWS
Coexistence extension was on the consent agenda. But at the end of the meeting
there was a request to discuss it. Then there was a vote to allow the SG to write
a PAR. And of course

The EC approved the SG extension and held a special vote to permit development
of a PAR. After some lively discussion it passed 12/0/2.
In order for the EC to consider a PAR in November we will need to provided it
30 days before the November Plenary. We therefore need to vote on a
version of the PAR at the September Wireless Interim. We can of course
fine tune it between the Interim and the 30-day advance deadline sometime in
October.
We also need to answer a few critical questions before we can craft the
PAR. Here are the ones I have thought of so far, 1.
Is the communication link between TVWS devices wireless
or wired? 2.
Do we use a centralized or distributed decision
process? 3.
What adaptations should be provided (scheduling,
bandwidth channel splitting, transmit power control, etc.) Please think about these questions
and also identify what other questions I have overlooked.
I would encourage everyone to focus any presentations on addressing these
questions and any other questions we need to answer so we can develop a clear
and focused PAR.
