Down towards the bottom of the page there is a link to a presentation on New
PARs. You do not need to worry at this point about the mechanics of
submitting a PAR. Though there is some useful information on what they
are looking for.
In my opinion the critical technical field you need to consider are, 2.1

Scope 5.3
Dependency on other standards 5.4
Purpose 5.5
Need 7.1
Similar standards 8.1
