[802.19] Portugal ANACOM's consultation on 700 MHz (M2M/IoT related)

cc 802.11, 802.15, 802.19 members,

Portugal ANACOM has launched a public consultation - Consultation on availability of spectrum in the 700 MHz band (duplex gap and guard bands) - that seeks comments on the use of the following three frequency bands:
[1]  733-758 MHz (duplex gap)
[2]  694-703 MHz (guard band)
[3]  788-791 MHz (guard band)

For [1] and [3], two of the five scenarios suggested by ANACOM may allow the license-exempt operation for M2M/IoT (see scenarios 3 and 4 in Section 3.5 of the consultation).

ANACOM also listed the following five questions for the public to provide response:
Q1.  Which of the scenarios presented in 3.5 do you consider the most appropriate? Indicate the order of priority you assign to each scenario and justify, namely indicating the advantages and disadvantages of the chosen use in view of the other planned alternatives.

Q2.  Do you consider it important to predict the spectrum for what type of application(s)? When is it?  What is the expected market demand?

Q3.  Please indicate if you prefer another possible scenario under Decision 2016/687/EU.  Please justify.

Q4.  For the preferred scenario, indicate the date considered appropriate for the availability of the duplex gap band and the guard bands? Please justify, and if applicable, indicating the expected date for the commercial availability of equipment.

Q5.  Other comments that you consider appropriate to take into account in the context of future use of the sub-bands under analysis and the most appropriate allocation method.

The submission deadline is 7 February 2023.  There is a requirement that the submission is written in Portuguese.  If you would like IEEE 802 to consider preparing a response, please note that the internal deadline for IEEE 802.18 to consider is 8am ET, Thursday, 19 January 2023 (i.e., the deadline is the start time of the IEEE 802.18 closing meeting in the January 2023 wireless interim).
