I agree with your observation.
Over the last eval-criteria call, the agreement was to target the full-duplex simulations until unless the simulation complexity make full-duplex simulations infeasible. This is, of course, under some reasonable assumptions of available computing resources.
I have modified the text as below:

In order to accurately model the traffic, physical and MAC layer dependencies between the uplink and the downlink, the system simulations include both UL and the DL in a fully duplex fashion in the same simulation run.
[Note: This issue can be revisited later on as more details on the evaluation methodology, channel models, traffic models and proposals become available. At that point, if the full-duplex simulations are determined to be infeasible due to complexity, a simplex approach can be adopted.]

Since the evaluation criteria will be used to compare and rank the air
interface proposals, and since the simulation results will be somewhat
different depending on the method used, the text should be more clear.
For instance, 1) the full duplex is the preferred method, and 2) the simplex
method is not favorable and could be ranked lower.
