You point is well taken.  If I follow the party line, 802.20 must adhere to the existing 802 standards.  So the question, what requirements are not meet by the 802.1Q?  Once we decide, we need to contact 802.1Q for changes to their specification.  802.1Q could tell us that the changes are outside their working group.  Then, 802.20 could develop what ever we want. 
 
You should be aware that 802.11i (security for .11) does not reference 802.1Q.  So I believe we will not be required to use 802.1Q.

A comment -802.1Q is really very weak in security if any.

I have created a tutorial on the ISO model for the San Francisco meeting.  Several members of 802.20 have reviewed the presentation.  One comment suggested that I forward a copy of the presentation to the Requirements group.  Please note the comments on the last slide.
