Rational
In order to increase capacity additional frequency blocks may be used to augment capacity of a sector or cell. If there is no mechanism for even distribution of loading as these additional blocks are added there will be reduced aggregate efficiency of the blocks in use resulting in decreased performance among the mobile terminals present in the sector/cell.
