Updated Requirements Doc


Hello 802.21 Folks,

The updated Rev 11 and Rev 12 of the Requirements doc are attached.
Rev 11 has all the updates from Rev 10 while Rev 12 is just a clean
version with all changes accepted from Rev 11.

These documents have already been sent to the Chair and shall be updated
on the web site shortly. All pending action items have been resolved and
there are no pending issues in the Requirements doc at this time.
