From fig1 perspective the LLC is primarily for data path and the above
LLC SAPs are used for same as well. The MIH could use the above LSAPs as
well if need be in a particular model.
However unless you intend to extend the LLC functionality, it's not
clear if you need new SAPs between the LLC and MIH.
