In actuality, the interface we chose for 11k is the direct interface to
the MIB and MLME Primitives through Object IDs in the NDIS or Linux
Wireless interfaces. The triggers, then, are at layer two, but
accessible to layers above.
I just talked to Ajay today about needing to present 11k to the 802.21
group so you understand what is being done in 11k.

Wouldn't it be better to delegate this upper-layer trigger function to
