"List of Networks Supported" and "Neighbor_reports_Available" can be
integrated into Neighbor List (i.e., a list of neighboring PoAs) in
which network type is included in each PoA in the list.

Before you pull down the entire Neighbor list for different networks,
you may want to know the networks supported in a given geographical area
and whether neighbor reports are available for those networks. Depending
on that information the client may pull down selective network neighbor
lists.
Similarly,
Roaming_list_Available should be Roaming List (i.e., a list of roaming
operators, not just a flag).
