Title: Information Elements to detect handover need

Hi all,
Following this afternoon call, it appears that for some of us, the .21 Information Element does not hold but for IS. Some clarifications on this point;

An Information Element is only a way to convey information between a station and a PoA or a PoS (to use recently defined terminology). Part of the Information that can be conveyed could pertain to helping the other end assessing the need for a handover and taking appropriate actions.  And it is agreed that such information (bringing the need for handover) would be carried as part of the Event Service. Therefore the IE seems not bound to the IS.

This was the point of the contribution i presented during the past meeting and for which remedies will be suggested via commentary for Vancouver.
