Since ITU-T restricts specific documents for public access, I have attached herein at least 3 ITU-T new draft recommendations, to my knowledge, related to fast handover mechanisms and complemenation of mobility management protocols at different layers some making reference to 802.21:
1. ITU-T new draft recommendation MMR (mobility management requirements for Next Generation Networks) ver. 1.0 (Kobe-Q2/19-035, Recommendation MMR (version 1.0) <http://ties.itu.int/u/tsg19/sg19/xchange/q2/0604Kobe/Kobe-Q2-19-035.doc> : With requirements for "fast handovers" provision.
2. ITU-T draft new recommendation MMF (Generic framework of mobility management for Next Generation Networks) ver. 1.0 (Kobe-Q2/19-036, Recommendation MMF (version 1.0) <http://ties.itu.int/u/tsg19/sg19/xchange/q2/0604Kobe/Kobe-Q2-19-036.doc> : With requirements for "seamless handover" provision in heterogeneous radio and/or wired access networks for real and non-real time services, and "Complementation of mobility management protocols at different layers".
3. ITU-T draft new recommendation HMF (Framework of handover management for Next Generation Networks) ver. 0.1 (Kobe-Q2/19-038, Recommendation HMF (version 0.1) <http://ties.itu.int/u/tsg19/sg19/xchange/q2/0604Kobe/Kobe-Q2-19-038.doc> : With some examples of 802.21 mechanisms for handover management.
