including issues that have been previously dealt with. However, this is not as bad as it might
sound because issues specifically dealt with during the last SB are open
for comment anyway under the rules because anyone is allowed to
disagree with the resolution. The main effect of opening up the whole
draft is that people can comment on issues that were not raised during the

it the common understanding that in the next sponsor ballot, the entire draft
is open for comments? Does
this include bringing up issues which have had a previous comment and
resolution, by proposing a different resolution to the issue than the previous
resolution? There
is a concern we understand the proper scope of acceptable comments and proposed
resolutions. Best
