RE: [802.21] Revised contribution of MIH Capability discovery using a group MAC address

I revised the contribution to reflect comments from a couple of members.

1.     State machine related tables, 21 and 22 of D12, do not need to be changed. Therefore, remedy related to this is removed.

2.     Correct a sentence which partially describes unsolicited MIHF discovery over L2 multicast.

Revised contribution is 21-08-0220-02-0000.

I have revised and uploaded the contribution (21-08-0220-01-0000) which is to address the comment of Tony Jeffree.

The revision is same as what I presented yesterday except unsolicited periodic broadcast over L2 data plane.

In this revision, unsolicited periodic broadcast over L2 data plane is removed.
