Thanks for the detail mail, along with tentative meeting minutes.
I went through 0289-01 section 2.3.4. I am in favor of keeping such text . However, to further improve & clarify, I submitted a new 
contribution with DCN 21-08-0308-00-0sec.  Let me know if it is acceptable.
