Dear IEEE 802.21 Voting Members,

With this email, the IEEE 802.21 Working Group is officially beginning 
WG Technical Letter Ballot #5a (LB#5a), which is a ballot on the 
question "Should IEEE P802.21a™/D02 be forwarded to Sponsor Ballot?".

This Ballot opens Monday, February 14, 2011 at 23:59 Eastern Time USA 
(11:59PM) and will close 15 days later on Tuesday, March 01, 2011 at 
23:59 (11:59pm) Anywhere On Earth (AOE).

The instructions and 'Voter List' for 802.21 Letter Ballot #5a can be
