welcome to propose motions or offer amendments to motions to adopt
binding baseline proposals for incorporation into the draft.

OK, whatever. I don't understand the point of the motion then, if it was
meant to be directional and not binding. If this is how we interpret
motions, I am afraid that we will be engaging in Brownian motion in this
task force, hoping that a potential difference eventually drives us
towards
a written standard.
