Any system that provides margin at 100m while meeting EMI requirement
can be made to operate at short lengths with additional EMI margin so
the 4.5dB number is not very relevant.

Brad,

The calculated value of emissions+susceptibility loss is independent of
launch voltage amplitude. Lowering the launch voltage will reduce
emissions, but it will also reduce the robustness to external noise
equally, thus keeping the total the same.
