[8023-10GEPON] [POWER_BUDGET] Report of local discussion



Dear Robert and All,

Attached (in zip form) is a summarized presentation of our
discussion in Japan over the past two weeks.
I'm afraid we haven't had final parameters of the draft table
yet for clause 60.

Please review and comment on it for further discussion.
