You seem to have been distracted by the mention of clause 31. I see now that the Portland slides don't mention it (though we talked about it at the Tues. lunch mtg). In any event, we considered a lot of different divisions of c64 (eg. some PDU processes in the main text, or move control mux to the annex, etc.) and I think that generally the functions are too closely tied for them to be split while remaining coherent (cf. points on slide 3).
In the Portland slides, option 2 is defined broadly enough that it would include a solution of a unified c64 that placed the rate-specific overhead calculation functions in an annex. I'm certainly fine with placing the overhead calculation functions to an annex. So the solutions with unified c64 are actually a kind of option 2 if you prefer.

I believe You (and consequently me) were looking at the problem from a wring perspective. What You describe in the presentation IS NOT option #2 which was discussed in Portland. It is some option #3, which does not make much sense.
I am at the OFC at the moment but I will try to produce today at least an example of the outline of clause 64 option #2 to show how such a speed agnostic Clause 64 can be achieved.
I believe it is feasible, though will require careful planning.

Attached are some slides to summarize issues that arose in trying to implement option 2.
Consequently it appears preferable to either retain the separate clause
93 ("option 1") - or else implement a unified c94 with special attention to 10G discovery (as described in the slides).
