This is correct for non-concatenated payloads. However for an OC-192c concatenated payload,such as the one proposed for the WAN PHY, the adjustment granularity has to be 192 bytes.

During a negative stuff the contents of the H3 bytes are considered part of the SPE.

It is important to remember that the stuffing process does not change the size or number of bytes in an SPE frame. The stuffing mechanism does not insert or delete bytes or bits from the SPE frame. The SPE frame always contains 192x9x87 bytes. The stuffing mechanism simple moves the SPE frames around in time with respect to the STS frame boundaries.

Dave Martin should have access to a few charts from a SONET course given by Brent Allen that explains this much better than I can in words.
