Yes this is the way it used to be. But you can also see it this way:
The standard is an interoperability spec that does not define or include any environmental our mechanical considerations. The environmental and mechanical specs are defined in a purchasing spec or in a picks Performa.
The standard defines the optical power parameters that are coupled into the fiber and coming out of the fiber, usually measured after/before a 1 m fiber from a connectorised pigtail. This is what the SONET/SDH has done with great success.
