Boaz,
The MAC may continue to transmit packets, but the RS will not transmit the
packets it receives from the MAC when it is in the RF state. This is the way
the physical layer works at the lower speeds. For instance, in 1000BASE-X,
when the link is reinitializing, the MAC may still be transmitting packets
but the PCS will ignore what it gets from the MAC until it is back in sync.
Because of our phy structure, we have moved this task from the PCS to the
RS.

packet transmission when a fault is detected, or it means that the MAC/RS
will continue to transmit packets if it has data to transmit?
