XAUI near end template intervals

I noticed a mistake in the intended XAUI near-end template intervals listed
in clause 47, table 47-3. The values were supposed to be the same as
presented by Richard Dugan at the Plenary meeting in Tampa last month. A
technical comment is needed to finalize the values anyway since these are
only place holders (see the editor's note on the bottom of p. 239), but I
want to point out the mistake now to avoid misunderstanding. The intended
values:

X1 = .175 UI
X2 = .415 UI
