Alex,
Fibre channel decided they only needed two types of ordered set, our
Sequence ordered set plus one other. In D2.0, K28.6 was reserved for a third
ordered set type that they were considering. Since that third ordered set
was removed in D2.1, the task force decided that K28.6 would be reserved4.
That does leave K28.7 as the one 8B/10B code without a 64B/66B encoding, but
K28.7 is normally not used because it contains a comma.
