Question on MDIO frame and associated MDC



I have a question on - Clause 45 - 
MDIO Interface: (Could apply
to the original clause 22 also).

1. The Management frame structure 
   shows an idle bit as the last bit
   for each kinds of frames. Can we 
   assume that a complete frame
   will always have this idle bit 
   following the address/data fields
   and hence have an associated MDC 
   clock for this idle bit ?

2. Can we assume that this last 
   bit has to be provided before the 
   frame action (like write, 
   read etc) is executed ?
