The general reason why a non-change bar version should be distributed is
that parts of a
change bar version can be difficult to read and check. For instance, it can
be difficult to be
certain that the grammar and meaning of a sentence with multiple adds and
deletes is correct.
It isn't possible to check for proper use of underscore vs. space in added
text because the 
underlining done for additions covers underscores. 
 
It isn't clear that the general reason applies to D3.2 because the change
bars are fairly limited.

Non-change bar version has not been released yet to avoid confusion about 
which draft to comment against.  There is no page, figure or table number 
difference between the two versions.
