You're on the right track. Because the 10GE WAN PHY port card is path
termination equipment, it implicitly is also line and section terminating
equipment, although only to the extent defined by the WIS clause 50.
The mate line and section terminating equipment is the ELTE. So there
is a 'partial' line and section between the WIS and ELTE, partial in the
sense that only WIS clause 50 functionality is there. The other side of
the ELTE (backbone) has complete line and section.

Slide 17 shows the section and lines ending at the ELTE, but the
path terminating at the WIS interface. This implies that there is another
single-section line between the ELTE and WIS interface which must complete
the path. Is this indeed the case?
