[802.3ae_Serial] SJTP: Revised WIS JTP document

Rushing this onto the reflecter prior to the long weekend.

I have updated the test pattern document to reflect the
recommendations from Tuesday's conference call.  As
always, I'm open to modifications.

The next step is to comment the draft to incorporate
this change. From there Tom Alexander will take
editorial license with the document as part of Clause
50.  Thanks to all who have helped on this.
