[802.3_4PPOE] Revising Figure 33-14

Hello,

A big gap in our current draft is Figure 33-14.
It has some issues, one of them is a tricky TBD in the lowerbound template where we need to describe unbalance.

We're proposing something that:
- addresses all the issues outlined in the presentation
- works for single & dual sig PDs
- describes everything in 3 figures, with reasonable change to end up with 2 figures in the end
