[802.3_4PPOE] Revised classification table (v110)

Hello,

Please find the updated classification overview which includes Dual Signature.
It does NOT have Type 1 / Type 2 behaviour so it cannot (yet) replace Table 33-7.

Its primary purpose is to be an overview on classification and power demotion.
