[802.3_4PPOE] PSE and PD state machine

Hi all,

Please find updated baseline that addresses the following comments:  r01-462 and r01-378.

The topics it covers:

  1. Addressing comment r01-378 that asks for splitting Rsource_min/max to two parts to allow calibrating the PSE PI voltage to the correct value.
  2. Updating test verification models figures titles and notes per the latest changes to include Equipment connectors in the PSE PI and the PD PI.
