[802.3_4PPOE] Updated: yseboodt_06 state diagram rules

Hi all,

Attached an update to yseboodt_06.

I've stepped away from the "type concept", after discussing this with
802.3 members familiar with state diagrams.

Please review the attached, both for the generic concept, but also
please check if each variable is correctly being treated.
