[802.3_B400G] Sept 2023 Interim Meeting Update

All technical material for the Sept 2023 webpage has been uploaded -
https://www.ieee802.org/3/dj/public/23_09/index.html.

Due to the reduced number of presentations for this meeting, the hours of
the meeting have been changed - all days will now be 9am to 5pm (BRT -
(UTC-3 hours).  The meeting invitations, 802.3 calendar, and respective
public pages for 802.3cw / 802.3df / 802.3dj have been updated to reflect
the changed meeting times.
