[802.3_B400G] Proposed Liaison to ITU-T

As discussed this morning, Mark Nowell had initially generated a proposed liaison to ITU-T regarding ETCC. 

However, as the ITU-T sent a liaison related to this topic, the response has been updated to be  a response to the liaison received.

Individuals wishing to provide any feedback on the liaison can contact Mark Nowell.  Please note that the plan is to review the liaison for approval at the Thursday am1 sssion.
