The new proposed resolution to comment #276 is the following:

In 191.3.5.1.4 (P90 L5) Change definition of R_BLOCK_TYPE = E,  so it reads, "E; The vector does not meet the criteria for any other value, or is part of an invalid RS-FEC frame, see 191.3.2.3.3"

We should review if this clause needs a SHALL statement.
