[802.3_SCC18] website update for meeting on February 7

The IEEE 802.3 SCC18 ad hoc website has been updated with files of draft first revisions to PoE-related and selected communications-related proposed First Revisions resulting from the NEC Codemaking panel meetings in January.  These will be discussed at the next scheduled meeting of the ad hoc on February 7.
