[10GBASE-CX4] Spec Xmt or Rcv?

OK. There has been some further reflector discussion on this topic
questioning whether receive or transmit be spec'd (but not both).
An argument to spec transmit is to allow equalization to occur
in either cable or a chip and not mandate it to one or the other.
