[BP] Does the SERDES of IEEE 802.3 AP need supporting hot-swapping and how to support?

Hi all,
 
 
   In the IEEE 802.3 AP draft, there is no specifications about the hot-swapping function. Does this mean the serdes applied in the Ethernet backplane don't need supporting this function or each Serdes  in fact  own this function nowadays ? If needed, what methods are used to ensure hot-swapping ?
