[802.3_NGEPON] updated contribution: 25G EPON downstream power budget (harstead_3ca_1b_0118)

Per updated powell_3ca_1a_0118 (see below), I have updated the DS LDPC FEC improvement from 1.4 to 1.5 dBo.

Updated material:

Modified a couple of slides to include recent data from laubach_1b_0118 

and also added a slide showing consecutive errors measured for various 

input BER levels.
