[802.3_50G] 802.3cd start time

Hi everyone,

As I've announced a number of times,  802.3cd Task Force will start tomorrow right after 802.3bs finishes if they finish in the morning.  

For example, if 802.3bs adjourns at 10:30, will will start right after at ~10:45. 

If 802.3bs doesn't finish early, we will start at 1pm.
