[802.3_10SPE] Scrambler with small packets



Hello 802.3cg,
As discussed during our last ad-hoc (http://www.ieee802.org/3/cg/public/adhoc/beruto_3cg_scrambler.pdf), here is the PSD when sending the smallest possible packet, that is 64 bytes. 

In the figure, the blue curve is the one obtained by scrambling after the 4B/5B encoding using the previously proposed O15 polynomial and sending 1530 bytes packets. I've kept it in the graph for comparison purposes.

The orange curve is obtained by scrambling before the 4B/5B encoder using the proposed O17 polynomial and sending 64 bytes packets.
The offset between the two is due to the fact that the IPG (96 bits) is no more negligible when sending small packets, resulting in less emissions.
