[802.3_NGAUTO] Response to comment #44 needs to be modified

Dear NGAUTO participants,

I had a note that if loc_phy_ready was deleted, we needed to update the response to comment #44; however, we did not do this.

The response for comment #44 should be, the blue text needs to be added:  

ACCEPT IN PRINCIPLE.

Accept changes as shown on page 3 of Benyamin_3ch_1_0319.pdf, removing the line for loc_phy_ready and the label, with editorial license while modifying the figure.
