There was no CFI for congestion management. This started as a request
from the Backplane study group so that issues that some felt needed to
be addressed that were outside the physical layer could be accomplished
outside that project. 802.3 seems to be favoring smaller projects these
days (no more EFM-size things). The Backplane study group's report on
Thursday at the March meeting had a motion to start this study group.
The motion passed after some discussion. See slides 26-28 of
