It looks to me like if all of you are trying to reinvent the wheel:  the congestion control by the network nodes (X.25, Frame Relay, ATM) has been demonstrated, until now, that is a problem with no solution. Nevertheless the control by DTE (TCP) is much more effective.

I have presented to you a solution which solves the principal problems of congestion management using LLC 802.2, which IS THE IEEE 802 MANDATORY STANDARD to do the functions of data link control over 802.3.

Booth Bradley raise a very interesting question:

You know that link layer is the best to perform the functions of flow control, congestion control, error correction and much more, all of them end to end and in the terminal, like TCP in the TCP/IP environments. But link layer is always better than trasport layer, because of the tigther control of the link, and the minimum overhead of HDLC.

We can consider the functions of the LLC2 at the level of Ethernet domain (network) like the equivalent of TCP in IP domain (Internet), with evident advantages for the control in the link level. All the experience of Internet would be, for that reason, applicable to the solution that I propose.

I was one of the participants in the balloting for reaffirmation of Standard 802.2 wich the IEEE-SA Standards Board approved on December 10, 2003. All the functions required to do the Congestion Management will be done with a minor upgrades of the LLC.

I live in Spain and it is impossible for my to attend the meetings. However, I believe that the solution that I propose is optimal.

In general, the tutorial will serve as a way to educate 802.3 and
everyone else who is interested in what we've been doing for the
last 8 months since the study group was created. We'll need to
show them our objectives, our response to the 5 Criteria and our
PAR. We'll want to bring them up to speed with what we've done
with 802.1 and what 802.1 thinks about it. We'll want to show
them that we have some simulation results to back up the things
we're promoting.

I'll try to solidify some thoughts in this area between now and
the call. If others have ideas, please feel free to share them with
all of us on the reflector.
