In today's meeting, Michael He showed there are conditions under which TDECQ gives an erroneous value and suggested a BER based alternative. While we likely won't get agreement in this meeting to add another TDECQ methodology, engineers have a way to get around this problem if they encounter it in the lab. 

At the September interim, in the FRx based test proposal, several scenario examples were given in Appendix 1. The Cl 183 (page 15) line 4 example shows an excessively high TDECQ. This results in setting the Tx_OMA too high, wasting power, and is exposed by the FRx test resulting in an excessive margin to mask. This is exactly the case that Michael details in his presentation. Line 5 then shows how to the problem is fixed; use a different TDECQ value derived from a BER based measurement, in this case FRx test.
