I support the proposal you are leaning towards – given the straw poll and I believe this addresses the concerns about interoperability.

All,

In the April 22 Annex 178B ad hoc meeting, straw poll 2a was taken and showed a strong preference to “option Y” in ran_178b_01a_260422.

However, the discussion prior to the straw poll indicated two possible understanding of what “option Y” meant:

  • Slide 5 (the decision tree) says “Y: Allow choice between Y1 and Y2” (squelch or replacement signal), which was interpreted (at least by some people) as giving a choice to the “user” or “management”.
  • On slide 14 the proposed text says “Implementation of the behavior corresponding to either of the values SQ and LP is optional”

Apparently, it was unclear whether the “choice” on slide 5 is about what to use (between options that need to be implemented), or what to implement.

 

Following discussions after the meeting, I am leaning towards proposing that the implementation of both “SQ” and “LP” behaviors is mandatory and the choice of which one to use is made by management.

The rationale is

  1. The straw poll referred to slide 5 rather than to slide 14. Slide 5 did not state that implementation is optional, and “allow choice” could be interpreted as letting management decide.
  2. Slide 9 shows a state diagram with two possible transitions out of ADJ_LOS, dependent on a management variable, suggesting both are possible.
  3. The “behavior” mentioned on slide 14 is merely which transition to take, and both paths include functionality that is already defined – so there is no implementation burden in implementing both behaviors.

 

Since it was not included in the presentation, I would welcome any feedback on this direction.
