The suggested remedy in my comment 425 gets us half way to
the solution for this by moving the start for rx_tq_timer to RX_SLEEP. Then all
that is needed is to add the transition condition if the timer expires. Perhaps
the resolution could be handled in the response to that
comment.
I
thought I had also made a comment similar to 425 on Clause 36 but apparently I
didn't.

I agree. I think that is a hole in the state machine.
If we get time, I will propose a comment from the floor next week - otherwise we
will have to wait for the next round of comments. There is a similar fault in
figure 36-9b
