I don't know what you mean by:

The only place within Ethernet that packets "collide" is:
Within a
single, half-duplex collision domain (i.e. CSMA/CD mode)
EFM will be a full duplex system so there will not be any
collisions.
There is contention for positioning/ordering of packets in queues in
switches. How that is done outside the scope of 802.3 completely and is
generally considered to be a proprietary matter of implementation

Even though you carve out the service into their each partitioned
VLAN to "safely" transport the different services, I am
still a bit fuzzy on:
1. How does this allow for a demand billing service?
2. Address the collision of packets between the domains?
