The differences between D3.0 and D3.1 are pretty significant on their own, let alone comparing either of them to D2.0.  The editor's note at the front of each clause includes some change history summary, but the detail is in the comment responses recorded in the comment database on the EFM web site.  You would have to though go through the comment database for each draft and build your own list for such widely separated drafts. Have fun, that's thousands of comments.
